1995 Chrysler Cirrus
This was my first car and I parked it many years ago and when I did it wouldn't rev over 4000 when in gear and wouldn't go over 45mph. When I parked it the dash lights only consisted of the gas light and the check engine. The other day I was pissing around and decided what the hell maybe I'll fix it. I jumped it took a few tries but it started up and ran pretty shitty at first. I let it run for a bit and it cleared up. So I took it around the yard and back the drive way and I still it wont go over 45mph it shifts gears but has nooo power. Any ideas? I did change the air intake temperature sensor and the only dash light on now is the gas light. I hooked up a code reader and no codes are showing. It sounds like its missing a bit but wouldn't that throw the check engine light?

Tested all the spark plugs it is getting spark to all of them and it looks about equal amount of spark. The timing belt is tight and looks to be in good shape. I don't have the tool or knowledge to tell wether the timing is off. It will set and run for hours tho and it doesn't run rough until your start giving it gas. The cat was removed all ready because I thought that was the problem If it was fuel i don't think I could get it to rev to red line in neutral.
If a fuel filter clogs then you get a rough idle and it will bog down when you give it quick blips of the throttle right? The fuel pump is running I can here it kick on. Throttle cable is tight. I would blame it on the battery but its only 4 years old and when i parked it 4 years ago it was new and doing the same thing. I will test the fuel pressure tho. I wonder if there is a sensor that monitors transmission speed and the fuel system together?

Yes and no I checked all the ones I can see and find... But that doesn't mean I found them all a vac line is almost a guarantied check engine light tho. This is driving me nuts if it will rev to redline in neutral and wont go over 4 in gear it has to be a sensor I would think. I have a parts car im tearing apart looking for all the sensors then looking them up based on placement as to wtf they are. So eventually I will probably find one that sounds like it might help.

I would start with checking the distributor cap but it's probably a timing problem with your distributor.

I think you need to add more blue.. specifically convoluted tubing everywhere. That and a spectre filter; you'll be flying.
If its been sitting, the fuel system is likely gummed up. I would try a big bottle of techron with a fresh tank of gas first, then a tuneup (plugs, wires, filters).
