Default Tire Flat Spotting ?

In our manual, under storage, it says to use indoor outdoor carpeting on top of plywood and put between the concrete and the tires to prevent "tire flat spotting". Does any one know what tire flat spotting is and and how long it takes to develop? Is this process really needed? We used to get flat spots on the old bias ply nylon tires years ago when it got cold outside but they went away after a short drive.

It is also called "blocked" tires, when a car is stored for a long period of time the tires will develoe a flat spot. The best way to store a car for a long period of time is to use jack stands, and to have the tires off of any hard surfaces.
