If you are referring to the Loaner car program, the information I have says it is transferable to all owners as long as it's under the 3/36. My car was used and I received the information from chrysler in the mail after I bought the car. I checked against the VIP reports and the information sent to me. The VIP report shows the name and address of the previous lessee who was a retired DCX employee. So, mine has been previously registered and I still got it without asking. Dealers don't register a car to themselves as owners. So, a dealer isn't considered the first or second owner of a Inventory Reduction car. The dealer is only that, an intermediary between owners. At least that's how the VA DMV looks at and does the registration. No new title or registration is generated in VA when a car is transfer, sold or traded to a dealer. The title basically floats out there till someone buys it.
