I wouldn't pull over for someone that wasn't a cop if I was on the highway, would that make me resisting arrest from some citizen that wanted to stop me for something?

Car is being keyed. You are inside and see it. You yell over to the front desk to call the cops. This would draw attention. You run outside and prevent the "suspect" from leaving. The disturbance would be more than enough of a reason for the police to show up. They will add the issues up and take the psycho bit*h away. The courts will find her guilty, and by the time the cops would have shown up, there would have been plenty of people to testify the situation.
