Car is being keyed. You are inside and see it. You yell over to the front desk to call the cops. This would draw attention. You run outside and prevent the "suspect" from leaving. The disturbance would be more than enough of a reason for the police to show up. They will add the issues up and take the psycho bit*h away. The courts will find her guilty, and by the time the cops would have shown up, there would have been plenty of people to testify the situation.
I was just using that as an example of why citizens arrest wouldn't work. I know his car was in the parking lot! Maybe you'd let some person restrain you because they thought you were breaking the law, but I wouldn't. How do I know they weren't going to kill me? or worse? If she's a girl, which she is, she could have cried rape if he tried to restrain her and then where would he be?
Could work for you, but seems risky. The witness thing would be better and then take her to court. She probably wouldn't even show up, if she's psycho.
