My local car wash has some self wash bays. They provide a hose/gun with hot water and suds and then a hot water rinse. You put in one buck and rinse and suds the car. Then hand wash it with your own sponge or towel. Then you put in one more buck and rinse/wax it (I do not really believe there is wax in the rinse).

Then I use my own towels and towel dry the car.

Here in CT, the winters are usually too cold for keeping a hose at the house free running. They freeze up. Also there are some true hand wash car washes where everything is done by hand. However they are in the $18 range and frankly I do the wash better myself.
