If you got it by the difference between the stock pulley and your pulley then you might have the wrong figure, the actual difference is between the radii of the two, which would be 4.5mm.
Frankly that would make little difference to your situation, are you sure that is where the problem lies? Maybe your crank pulley is coming apart and rotates off center causing the tensioner to wave about.
Stock pulley is 74mm and new smaller 64.7mm, crank pulley brand new, that's how I got 9mm shorter , belt tensioner is maxed out, unless the brand new
Belt tensioner I got from dealership is bad, belt needs to be a bit shorter
