Do not bother to try, some plastics can be welded using sophisticated equipment but the DIYs amongst us are in for a dismal failure. The screwed in nipple is a good and reliable fix. A black plastic nipple would really hide the fix if it is for the usually broken tank nipple.
He's right as usual. The coolant tank fix I tried didn't hold . Glue just doesn't stick to the tank. I'm going with the the proven method of a threaded brass nipple.
