Both Hi and Low beam is adjusted manually togeather as a pair in the vertical using the long central rod at the back of the headlight housing. Turning the adjustment screw manually raises and lowers both beams using a #6 metric allen wrench.
The lateral adjustment is made at the white plastic gearing at the sides of the light housing by turning the plastic gear with the allen wrench. There are two lateral adjustments screw on the outer sides of each houseing. Four all in all: two on each housing. The two at the outside of the car are hard to see, but you can feel them if you get your hand back in there. Both the central and the side adjustment srews are readliy seen in "TESTERS" pictures.
The "1" is the motors highest setting to raise the light beam.
Many thanks zip439, that will save a lot of digging. Hopefully this will resolve ALCapones problem.
