NASCAR Vice President of Competition Robin Pemberton said the penalties were levied in response to a qualifying inspection violation involving fuel and an additive he characterized as an oxygenate similar in composition to Vaseline, silicone or gel that was clear in color. It was not dangerous for the inspector who discovered the violation to handle, Pemberton said.

He would not specifically identify the substance.

Pemberton added the substance was something NASCAR had not seen and not something that could be found "on a street corner."

The foreign substance was found in the intake manifold of Waltrip's car and that led to further inspection. The car then failed post-qualifying inspection as well, Pemberton said, adding NASCAR believes the substance was in the fuel system at one point, not in the manifold itself.

I THINK I FOUND THE SUBSTANCE.

In a second embodiment of this invention, 1, 2 - butylene oxide may be used in a gelled state. It has been found that, if 1, 2 - butylene oxide is gelled by adding about 3 to about 10 weight percent of a gelling agent such as SiO.sub.2 (Cab-O-Sil), particulate carbon or aluminum octane, it will still be dispersed into a detonable cloud by a typical fuel air explosive weapon. This is perhaps the best mode of practicing this invention for several reasons. First, the gel is more easily handled than the neat liquid. Second, if spilled the gel will not disperse as a liquid will.
