I was reading it in the service manual several days ago and it mentioned removing the bottom two bolts through an access in the fender well. I have not looked, nor attempted it, but I'm wondering if they are talking about through the access behind the fog lights?

The reason I happened to be reading that is because that's the way they recommend changing the bulbs...by removing the whole headlight assembly first.
