I've never bought a new car in my life, and this would be a neat opportunity. I love convertibles (I drive an Eclipse Spyder now), but I prefer the Crossfires in coupes as to preserve neat boattail roofline. I wonder how expensive it would be to custom paint a used Crossfire in the yellow? I just think the coupes would look SO good in that color. Frankly the colors they offered the Crossfires in to begin with totally suck.
Chrysler is not going to help you with a yellow base coupe. If you check, you will find base coupes come in any color you want as long as it is black.

The only model in yellow is the roadster. Custom painting a Crossfire (for that matter any car) properly will cost you a LOT. You will want the sills, door jams, under hood and around the hatch painted. I think you will find a quality paint job is going to run perhaps into the thousands.

If your budget is limited to 20K and you want a Crossfire, check ebay and dealer lots for a very low mileage "near new" '05 or '04. All '04s are fully equipped like a limited coupe. The base, roadsters and SRT6s were added for '05. Otherwise, I hope you like black!
