That was probably me.
At the track vs on the street are two totally different cases though.
At the track, I was doing a quick dry burnout (less then 5 seconds) and then pulling up to the line. Each run I tried launching from a higher RPM from the previous run. I found that 1,600 - 1,700 RPM was the limit before the wheels started to spin at the line LOL
So...I kept my launches to 1,500 RPM, then going WOT when the light went green.
I was pulling very consistent 1.8 second 60' times every pass, with no wheel spin off the line, with my stock Michelin PS2's.

The street on the other hand, I can just leave the line at idle and go WOT, and spin the tires all the way through the intersection!
Some streets are better then others though, like cement vs blacktop and so on.
We have some streets that are cement with small grooves in it...that kind is alot better for traction, but still cant leave the line WOT without spinning.

All my driving is done with the TC off.
