There is a much better reason to get over than just a ticket.
Save your car! (Who cares about the safety BS, its all about the paint and windows!!! :twisted: ) When people are on the shoulder, quite often there will be loose gravel in that lane, right where they get over. I don't know how it gets there (as the car is moving onto the shoulder not off, but I'm not a physics guy), I just know at least half the time I am forced to sit in the right lane with anyone on the Shoulder, I or the SOB infront of me kicks a stone.
So, there is a good selfish reason we can all appreciate to "do the right thing".
