Actually the fuel timing adjustments are the easiest part of the whole build process, the tuning can be done sitting in the car without turning wrenches and busting knuckles. There is no need for a dyno to get the system to run good.
If you have the time to build the headers and mount everything it's easy. Experienced car guy could do it in a month. The next step after getting the whole system up and running is building a turbo manifold for the intake this will give better performance along the mid range and possibly clean up any hesitation it the turbine spool up.
This stuff is all easy to talk about, but unless you have the proper tools and welding skills it might take you a bit longer.
