Tuning is THE most important part of a turbo set up... to run a high compression motor reliably under boost, you need accurate fueling and timing adjustments. This can be done without a dyno, yes, but it's important to have a means of tuning with good capabilities... this means no safc's to coarsely adjust fueling, etc. You really need something with full control over the fueling and timing maps... not an easy, or necessarily readably available, thing.
