Yes; it's the same. In Arizona, a "motor driven cycle" is defined by statute to mean "a motorcycle, including every motor scooter, with a motor that produces not more than five horsepower," and a Class M license (or endorsement) is required for "operating a motorcycle, motor driven cycle or moped." There is no exception for engines <50cc.
