Recalls are generally when the government gets involved. Someone died because of XYZ. This is just an issue where a coolant hose can rub on the fan casing and eventually rub a hole into the coolant hose. Which eventually could cause the coolant to leak out.

You would smell / see this before it ever had a chance to ruin a motor or disable a vehicle. However the "service bulletin" it is out there to make a simple adjustment to prevent this from ever happening.

This isn't a huge issue, it only effects some vehicles outlined in the Service Bulletin. All in all, get yours checked out so you don't have to mess with it later =)
