you kind of have it...

the ricers have the body kits, paint jobs, decals, wings, big exhaust tips etc...

the point is that the car does not go any faster it just has junk on it that has no worth to the performance of the vechicle. The sad part is that you may see someone with a carbon fiber hood with greddy turbo graphic and even see the boot dial in the car. But it is all show and there is no turbo. People like this are the worst of the bunch and ruin it for the Japanese "tuners".

The true tuner car will actually have major modifications under the hood to make a car move really fast, rather than just trying to make to car look faster like the ricers will. Somtimes it is hard to tell the difference, but normally a 3rd gen RX-7 will be a tuner car becasue it already hauled butt from the factory. For this reason I pretty much put them all in the same "Ricer" genre as I am sure many others do, besides a guy with a ricer will tell you he has a tuner car anyways.
