Just because he has no money doesn't mean he has no responsibility. I'm not a lawyer but I've seen enough episodes of Judge Judy to know that he's responsible for the damage to your car. If it were me, I'd take him to small claims court. If he doesn't show up, you'll win a summary judgment. If he does show up, you'll win anyway.
