The rule as suggested states, "Should the arrival time of said vehicle and its occupant be delayed or impeded due to Construction, Traffic, and/or Chicago transit authority or Police department an additional 1 hour extenuation shall be granted to said driver to use at his convenience so that said driver can declare a joke moratorium for said allotment of time, therefore relieving said driver of any undo stress due to joke delivery impairment suffered when he was a child"
