Go get some 409 kitchen degreaser. Use it on the sticky part of the decal until most of the sticky is gone, try not to remove it all. Once most of the sticky has been removed your decal can then be applied by suction, just like the Jiffy Lube decals mentioned above. I had the same kind of BS requirements at my school. I used 409 on all my parking decals and never once was caught. Good Luck!
