I'll take a guess at what happened. One or more clips were broken but they managed to push the splash guard up and they hoped that they would stay put. Obviously it didn't so back it goes again so they can do the repair the way it should have been done in the first place. I'm not one to complain much about Chrysler service (although many on this forum do) but this falls under the category of never time to do it right, always time to do it twice. Oh, brother...
