That's exactly how my passenger side headlight was..rough to the touch along the whole top and a big circular area where the low beam is. The driver side wasn't as bad

The warranty I believe is for condensation "inside" the housing. I'm sure if you're car is still under warranty you can try to get new headlights since it's a manufacturers flaw but I don't have a warranty anymore.

So this is pretty much a last resort for those of us with no warranty.

Here's what they look like now (pretty much cleared them up)
