The story behind the name is...
It started in 1989 as PVO (Performance Vehicle Operations). That was the internal name given to Chrysler/Dodge/Jeep Skunk Works that started with the advent of the original RT10 Viper Concept in 1989. SRT was the marketing term used to describe these vehicles starting in 2003 and up till 2004(the SRT-4 NEON until 2005) all had a PVO logo on them somewhere as well. In 2004 PVO was dropped and the Name SRT became the official name for Performance Vehicle Operations. SRT was also originally "Street Racing Technology", but as AMX said, that would have made them look like a bunch of road warriors and condoning Mayhem and lawlessness, so they inserted "AND" between "Street Racing" The mention in the magazine was a typo. They put the "and" in the wrong place.
