I am going to take an educated guess on this one...I think they would be done at the factory during the assembly/production process. I also think that there may be some other countries in Europe that require Daytime Running Lights and similar Bumper Standards. Also, the cars must meet Metric Standards for speedo and odometer and this would definitely be done at the factory.
