IF the cluster includes the vehicle mileage there's probably a tie-in to the on-board computer to prevent tampering of mileage. My guess would be that the speedo itself is probably plug and play but the swap would be complicated by the need to deconflict the protection on the odometer. Probably a dealer type of thing where they certify the odo to the correct miles and do something to make it work with the on-board computer. Almost worth it to see the look on people's face when they glance at the speedo and see the (theoretical) max speed...
