I am the same way. I live in a state (TEXAS) that requires front plates and for the past 15 years I have gone without one. To me, cars look stupid with them on so it was worth the risk of getting a ticket to go without. I too purchased a used SRT6 that already had the holes. I simply went to my local Autozone part store and bought a small box of "Panel Retainers". These are small plastic caps used in auto interiors. I painted the cap with touch up paint and "plugged" the holes. Looks a ton better than without and cheaper than the $300-$500 quote the dealership gave me to either fill the holes or replace the bumper.
