Theoretically, it would be a good idea to get all of the 'cooling' mods out of the way first, and THEN upgrade your boost (pulley).
BUT, that is tough to do. It seems that intake comes first, then pulleys, then cooling mods...
Although the pulleys should likely be last, they wont hurt anything if they are first (you just wont get their full potential).
If Cams are in the works, you may as well go ahead and put the pulley on while you have everything apart. While you're at it, you may as well get spacers, and why not port that S/C while it's off? Oh wait, the engine is torn apart so there is room to work on it - may as well throw a set of headers on it.

You get where i'm going with this...if funds were unlimited, you'd do it all at once!
