Never seen them. But it's not too hard to get a flat square of good looking black plastic and fashion your own. A guy on the neon forums designed a template and cut them out on a CNC machine (or similar).

The only thing is, even if you limit the direct splash off the rear tires, the way the air moves up the back of the car will still lift dust and spray onto your rear bumper.

Worth a shot though.
