Sounds like a great plan, my preferences:

Feel free to skip to the end for the summation.

Shorty stepped headers, that can produce measurable positive performance results and be installed to the factory system if need be.

Cat Back or header back system, as you said...bolt in complete system to maintain continuity of the original exhaust in the basement. My memory says the factory SRT6 system is already 2.5”, not sure you have much room to gain here…other than a more efficient muffler.

Incorporate Hi Flow cats; new ones are so good, that performance losses with them aren't an issue for a street car. Plus no fears of the SES dash board glow. Also, those of us living in states that require safety and emissions inspection to include visual inspection of the cats need them. (Even Michigan will someday have vehicle inspections; you’d think they would want to with all the cars with broken ball joints littering 94 and the Lodge)

Use a quiet muffler, or have a quiet muffler option for those of us that aren’t trying to impress our middle aged girl friends or high school football team…

Any system just needs to make more power, quietly and without illuminating the SES and of course as you noted, in stainless steel

give me some wish lists here from the start please, so far we should end up with 1.75" primaries, to a 2.25 or 2.50" collectors, merging both banks into a 3" all the way back, we can set it up from the get go with quick change cats/cutouts/straight pipes by just adding properly placed dissasembly flanges.
