You should be able to feel it running once the car is up to temperature. To prime the pump, you could release the outlet hose carefully allowing the fluid to flow out for a second. If nothing comes out, take the pick-up hose and force some coolant through it. First, just see if coolant is flowing. If it is, you have other issues.
