Thats the theory. At low throttle positions the ecu should adjust to run stoichiometric. At WOT you should get richer and more power. The only thing is that eventually the ecu will adjust the maps for open loop based on the closed loop conditions. At least that is another theory. If all this is true than I think the best way to get a richer mixture is to simply trick the ecu into thinking the car is running on the lean side by adding or removing resistance to the O2 sensors. This in theory should have you running rich all the time(and get poor gas mileage). Or , you could add a seventh injector etc etc etc......
There is probably a hundred way to address this situation. Some will work better than others.
