The rim paint I use is:

Dupli-Color (Blue label showing a tire and wheel)
Wheel Paint
Steel Finish
WP316

I apply it with a Q-tip so I don't have to cover the whole car. A little painters tape between the tire and wheel at the scrub will keep you safe if you happen to be a shaker. All the brake dust may make it tuff to gt the tape to stick, but you need to lightly sand and use rubbing alcohol to clean the spot anyway. Three or four light coats works for me.
