It is the percentage of light the propagates through the window. Layers multiply. If you start with the factory tint of 70% and add a 30% layer you get 21%. 0.7 x 0.3 = 0.21
In Mutt's case 0.7 x 0.2 x 0.05 = 0.007 less than 1%
