As far as the other question. It depends. Every officer is different and every department is different. Some dept. have quotas, others do not. I am a DUI enforcement officer and use speeding as a tool to investigate a possible impaired driver. I write very few tickets. You have to be doing something really stupid. The way I see it, if I'm writing you a ticket for doing 10 over, an impaired driver has driven past and i"m not doing my job. 17,000 persons are killed in DUI crashes every year.
