Nope - corrosion is limited to rust through. (and then it is restricted to from the inside to out, rust-through)
This does not sound like a paint flaw it is clearly something on the paint and can it be proven the spots where there when purchased?
Dealer may try to clean it up but odds are you can do FAR better yourself.
I would at least try some of the above, on at least a small spot, to see if you can clean it off. (IMO)
