stick any kind of air scoop or snorkel down there and you will need to find a way for the water to drain out of it. Surely, it will suck in rainwater...

Since the throttle body is way in the back, near the firewall, why not just do a hood snorkel (opening to the front or rear) and get fresh air that way...sounds like a carbon fiber hood project...
