There's been several relay control module failures it seems with the 04's and most have similar symptoms.

Relay Control Module Failure
1) All accessories are operable when the key is turned to the ON position with the exception of the fuel pump
2) When the key is toggled to the START position the starter does not engage
3) Mostly happens when the engine is at running temperature
4) Can sometimes be temporarily remedied by rapping the side of the RCM containment housing with like the handle of a screwdriver

Compare these symptoms to what is happening to your brothers car. If the starter engages and the engine turns over but does not start then most likely the problem is elsewhere.
