I'm afraid your observation is inaccurate and misleading, these tires are Y rated speed or 186 MPH. If this tire was really "r" rated for speed then the designation would be "rr" as the 1st "r" just means it's a radial construction.
Go back to the web site and click on the tab that says "Specifications" and you'll see what I mean. The UTQG index is more related to traction and wear (generally lower# means better traction)
