That is not entirely accurate. To run an 11 sec pass you do not need a IC pump, LET HE, or the spacers.....So X those from the list and you get.....

Needswings Intake - $450
Needswings Mani's - $1190
ASP 178mm pulley - $900
LET Custom Tune - $500
Total Price = $3,040

That is what I spent to run my time. Could you do it cheaper? Maybe. I don't know. I am happy with all of my purchases so far. No complaints. And believe me, there is more to be had in my setup the way it stands now. I just have to get it to the dyno so Jerry can get the numbers and fine tune it.
