Well I'm pretty sure I know what the cylinder is; it looks like a roller for a walk-behind hydraulic pallet jack or fork lift (and the label says Cat lift trucks).

The brake pads might look used because they've been banging around against each other in the box, and you're hands will turn black from handling new pads. It doesn't sound like they were packaged in a cautious manner, though.
