Default Mystery Wire!

I've only had my car a couple of months and I thought I'd spend some time yesterday detailing the engine compartment. I came across a small electrical wire that has been snipped and I'm at a loss to identify what it may belong to or even if it is an original component to the car. The wire is dark blue in color and made up of copper strands, not unlike wiring for a 12V accessory. It protrudes from the center of a 2" sq. light gauge metal plate that is white in color. The base of the wire is sealed in white silicon. The plate is attached (I'm thinking glued) to the chassis just below and towards the front edge of the black plastic radiator fill/overflow tank and right behind the passenger headlamp. I'd appreciate any help in identying this wire. Sorry for the long winded description, I'd post some pic's but I'm having some technical difficulties between my very old digital camera software and my new computer O/S.
