They do have a noticable delay.
I have HID's on my lows and fogs. I run both at all times (because it looks cool) and I noticed yesterday AM in the dark, that when I "Flash to pass" it puts on a pretty spectacular display of lighting effects!
Very easily noticed by other drivers.
