I don't know the law in IL but I can tell you that here in CA if you are here two months and have a job you legally are required to get a CA plate ... it's not the sort of thing that will automatically get you pulled over but, still ... it IS the law and you could get a ticket for it ... and I did 6 months after I moved to CA
As for the maturity thing ... it's not a question of your actually BEING mature ... let me rephrase myself ... as a young guy, you're more likely to be pulled over for a ticky-tacky violation such as a rolling stop than is a guy like myself whose hair has changed from black to more of a graphite metalic with a clear tendency toward alabaster white ... you may, in fact, BE more mature than an older guy, but you still get stopped while he gets the pass ... fair? ... no ... fact?? ... sadly for you, yes.
