You could easily power the light switch through a relay that turns on and off with the ignition. (just leave the switch on or bypass it)
In Canada we use daytime running lights, the XF lights all come on including rear, plate and side markers. The high beam does not work though until you turn on the regular switch, you can still flash the highs as normal.
Cars coming into this country from the US have to be reprogrammed to do this. A lot of cars in Canada have just the lows on half power for daytime running lights but not the XF. If you want daytime running lights in the US, then a dealer should be able to do it if it is legal. This is what I understand.
