Most auto experts will indicate that idling a car to warm it is not a good thing to do. Most people do it for personal comfort, or they might think that it is doing the car some good. There is a lot of info about this subject. Here's one article that discusses the ills of letting a car warm up at idle.

However, the reason they ticket 'offenders' in Spokane, WA is to deter theft. I do think it is a bad law. People should be able to abuse there car if they want, as long as they aren't hurting anyone. Oh, I guess it does hurt the environment which hurts us all??
