There are 2 issues with the head lamps....the TSB only covers condensation within the head lamps due to poor venting and design. If you have hazing on the outside due to the elements, hard water...etc, this can be construed as a different issue. Either way the dealer should replace your headlamps, but this is at the descretion of the dealer. I would look for another dealer or do a search here on the forum there is a few threads on how to fix the exterior hazing, but will require a bit of time and elbow grease.
