I cannot really comment on the pulley with regard to the bolts as I do not know how it is put together.
The pulley is also a damper, so it absorbs shocks by design, if the bolts go from the inner to the outer then the bolts are taking the shocks and movement. If the bolts flex they have to fail sometime, they are not springs. I have to use the word if a lot as I am not aware of the design of this pulley and I see no evidence of a sliding feature that would take the stresses of the screws.
Moparbust broke a bolt and then he put it back in, normally when bolts shear they break at surface level or the head breaks off. Breaking down the threaded hole is odd. Why?
