If you can not get the power to the ground then what good is it? The low 15's to mid 13's are the times it runs, if it is crippled because of the fwd on the streets and on the track then that is part of the car and yes that does mean that is the times it runs.
No, that's the DRIVER we're talking about, not the car. The driver is the reason you're going to see wide ranges in 1/4 times because a FWD platform is harder launch.
Also, on the "streets" many races don't go from 0 mph. Most times street races start as encounters on a freeway. I've seen people get down to 35-40mph on the free way to race, but almost never 0.
From a roll, the traction is less of an issue.
I once met a guy at the 1/4 mile here with a WRX (I was in my Neon SRT-4). He asked me what my best time was. I said, "13.6."
He said, "Me too!".
I asked what he trapped. He said, "98mph!"
I said, "107mph".
He **** bricks.
We had identical times at the track, but his car was NOT faster than mine. Basically, we would both hit the 1/4 point at the same time, and I'd be passing him going 107 mph to his 98.
